[Scons-dev] Release 2.5.0

To be clear, I'm not for automatic migration.
Users may have reasons no to.
I'm for warnings, and providing a script to do it for them if they choose.
I would sugguest a "--cachedir" flag to the script so it doesn't need to be
run in the cachedir.
The warning might even provide the full command line needed to do so?
