No. Reportlab is a PDF formatting library. You can create PDF files with it,
but it can't open PDF's unless you buy the commercial addition from the
makers of reportlab.
You may want to look into pyPDF (don't know if it can make images out of a
PDF, but it can open and modify PDF's)
