actually I install reportlab by copying it into my application repository.
On new libraries I really like easy_install.

It would be nice to have the COMPILED c-libraries somehow included.

for PIL et all a good documentation or helpfull error-msg are good enough, I
think. Especially as there are quite other challenges on including images
that people have to learn.
