No, it can't.  I think there was a recent extension to PDF to allow
'tagged text' - basically a separate hidden text stream withing the
file somewhere - which is also used to reflow text if you are reading
on a PDA or some other device with a small screen.  But we have
not implemented this and not even studied it....
