It doesn't, at least for me. When I try print this, it shows me an 11.7
x 8.3 inch document laid landscape across an 8.5 x 11 inch piece of
paper oriented in portrait (which is my printer's default).

Consider the general case in what you're asking. You are seeing an A4
landscape document on an A4 portrait piece of paper, and wondering why
it doesn't switch it automatically. But that's not the general case.
What if you want to print an A3 document? What should Acrobat do if the
paper is A4? What happens when you send your A4 document to me, where
my printer has only 8.5 x 11 and 11 x 17 paper. What should it do?

The general case problem is complicated.
