Acrobat Distiller.
If this is installed, you can print to a PDF and hopefully the one you
get will look like the one going in. If Distiller chokes on it, it will
give some clues why.
There are so many PDF producer and consumer apps that I'd argue Acrobat
is the only true yardstick.
