FWIW, some Skencil binaries for Windows are available from
http://skencil.org/devel.html.  They're for Python 2.3.  Links to all
the required components (PIL, PyGTK) are on that page too.  The binary
is from early 2004, but as Skencil development is quite slow at the
moment, not much has changed since then.  IIRC, installation wasn't
difficult, but it's been a while since I tried the windows version
myself.
