Just to close that matter, Tim, I think you are right, it should not be
classified as a bug.

The x-www-form-urlencoded standard requires the "=" sign even with empty
values. All Browsers create it in form urls. It would be "graceful
behaviour" if cgi.py would interpret "script?logout" the same as
"script?logout=", but it is not a bug if it does not. The original CERN
cgiparse program does not cope with the former either. There was another
related problem with strict parsing, which could be called a bug, but that
has been solved already.
