I would prefer that we don't mess too much with the RXP
behaviour.  It should be trivial to make a little
utility function in a helper module to get the
doctype attributes using a regular expression.

One thing we're highly likely to progress in the
next month is a standard utilities module to work with
pyRXP trees. This would be a good candidate.
