OK.  I think the correct thing then is to have
a distutils convention about providing such a
script; it can then be executed by bdist_wininst
or by a source 'install' command, or could be renamed 
into whatever each packaging tool expects.  

I'm now totally convinced distutils needs to evolve further
to be a useful cross platform 'product installer'. A good
task for the Python Business Forum, maybe.

I'm also curious - do these other utilities allow
any interactivity?  Like "I see you already have X,
shall I upgrade/overwrite it"?
