[Scons-dev] java 11 problems, again

Further tidbit... Java 12 (out recently) is the last "SE" edition.
Openjdk is the reference Java now, but on Windows it doesn't "install",
rather comes as a zipfile you unpack in a location of your choosing, so
in another few months we will probably have to revamp the JDK-finding
logic again. I suppose the story is different with the EE version, but I
don't walk in that world so I can't contribute there.
