[Scons-dev] SCons 3.0 release note

Congrats guys!

I will need to get Parts fully ported now 😊

One note! I was installing scons 3.0 with pip. It seems to work better now without needing to make a virtualenv. However, it does not install to site-packages/scons but to a scons-3.0.0 directory. This makes it hard to import Scons in cross platform manner 😊. Is the plan to support side by side install? I thought it was agreed that side by side install can be done with virtrual env.
