[Scons-dev] Two pull requests

I remember seeing a report by someone that nested $( ... $) don't work. I ran across the same issue recently so I've done a pull request for that.

I've also done a pull request that fix up a bunch of errors when running tests under windows, and I can now do runtest.py -a with only 1 error which I think is due to having a too-up-to-date MSVC
