[Scons-dev] python3-port passes all test with python 2.7 on linux.. win32 has issues

Russel,
test/D/GDC.py
test/D/GDC_Alt.py
The above tests pass for me of Debian stretch, but its possible a new
update will be coming down for gdc that break them.
