[Scons-dev] Ubuntu buildbot available

[Bill Deegan]

Set up a matching VM and I think I've resolved all the failure by skipping
most of them when tools needed are missing and in one case fixing some
embedded C code which wasn't standards compliant.

Please review the changes.
