just checked on my machine and the packages get built fine and all contain the "*.1" files (non-empty). Do you have all the 
prerequisites installed (python-libxml2 and fop mainly)?
Run "python bootstrap.py" and check for messages like

   doc: No PDF renderer found (fop|xep)!

and

   doc: ...skipping building User Guide.
