[Scons-dev] Mercurial Workflow v2 (WIP)

I don't really have time to finish this right now, but
I'd like to get some feedback on new workflow with
Mercurial. For readers of this list TL;DR chapter
should be enough together with new .hgrc contents.

Let me know of any difficulties you encounter as
well as questions that may arise, so that I can be
more informed next time I get to fixing it.
