I may be missing it but is there a high level support for pkg-config and
MergeFlags. Scons is currently a bit low-level on this.

Is replicating the Autoconf/Automake stuff the right way to go, or might
it be better to rethink in a SCons context so as to avoid being drawn
into features that are there because of m4 macro processing?
