[Scons-dev] Full test run

I recently ran a full test run on my Debian Unstable machine. All the
"failed to run" tests seem sensible – lack of software versions or total
lack of software for platform reasons. However I got two tests fails,
but are these fails?

Failed the following 2 tests:
	test/Errors/nonexistent-executable.py
	test/TEX/biber_biblatex.py

These seem problematic.
