[Scons-dev] [scons-users] SCons does not work properly with biblatex

Olivier,

I think I found the issue. The scanner was keying off of the keyword
bibliography for finding the dependency on ref.bib. When I add the keyword
addbibresource to the scanner logic Scons then finds ref.bib as a
dependency and will rebuild when it changes.

I will work on getting this update into the main code; I.e. Set up a test
to go with the changes.
