[Scons-dev] Pull request to clean up the code

I've removed some pre Python 2.4 compatibility code. Would be nice if you
could run the tests to confirm everything works and pull the changes. On my
Windows machine test runner still giving faults, so I am trying to reduce
the amount of code I need to trace.
