You need to set up a rowHeights list in the Table() creation.
So if you have nrows=len(data) do
rowHeights = nrows*[None] or rowHeights = nrows*[myStandardRowHeight]
rowHeights[3] = 5
tbl = Table(data,....rowHeights=rowHeights)
