the paragraph style specifies space before and space after attributes. Frames 
know how to use those to add extra space before/after paragraphs. By default 
when using flowables A + B the space between them will be 
max(A.spaceAfter,B.spaceBefore). At the top of a frame the spaceBefore is not used.
