It's certainly different to HTML, but I don't think it's "wrong";-)
It's a lot easier to work out the size of a table by adding the row
heights or column widths, than to correct for all the line widths.
We don't pretend to follow the (various) CSS box model(s), we just do
what's easy for us to render.
