[reportlab-users] problem running runAll.py tests when path contains non ascii characters

Thanks for the report; I suppose we need to have a path --> utf8 translation 
utility. I guess we could assume a default for the character set to be assumed, 
but it's not obvious how best to do this. Andy claims to have seen CJK path 
names so that implies more than just latin1.
