It would, of course, need support from Microsoft.  Who have
just announced Metro, their rival to PDF (I just waded through
the 340-page spec).  Who would presumably not want to pull the
legs out of their new initiative this year, at least, with
something that easy and obvious.

OTOH, I suppose you could roll your sleeves up and contribute
to Mozilla.  Just bear in mind those 'few extensions' might
involve quite a bit of rewriting...
