Yes, TeX does hyphenation, but it is anything but simple.  In my MikTeX 
setup, there is at least 100,000 lines of "stuff" to do the 
hyphenation.  That's stretching the "fast/simple" philosophy of ReportLab.

In my view, if you really need that level of sophistication, you might 
as well have your Python code generate LaTeX, and let the LaTeX tools 
create the PDF.  If TeX were more ubiquitous, that's what I'd do.
