Well spotted.  We forgot to update this on our last release
and should make this part of our release process.

A patch number makes sense, but we all work fairly continuously
in CVS and the patch numbers might go up five or six times
a day sometimes.  Also, we'd need some easy way to update
the file and make a change in CVS, so human intervention
is not needed.

In general we have used an 8-digit date string for 'daily builds'
and interim releases.    Would it work if it said something like
   version="1.18.20031016"
for daily builds?
