I did something like that and found that the real trouble is not
writing the code for the templates, but translating your paper
template into Python code, while taking into consideration your
printer's distortion effects.

Below is an excerpt of a message I posted here about such a label
sample which I did using Platypus and a special CircularString
widget. The widget might be released one day ReportLab gets its
"community pages" done! ;-) You can see some more samples here:
