Do you happen to have a virus monitor running ? I had a similar problem once 
and could fix it by telling the virus scanner not to check a certain 
directory. The moment the application opened the file the virus monitor would 
kick in and open it before the program got the handle. Actually the virus 
scanner never released the file - hence the error.
Just a thought.
